Position: Steve Rolles is Senior Policy Analyst at Transform Drug Policy Foundation, which he joined in 1997. He is the author or co-author of Transform's primary regulatory framework publications: Blueprint for Regulation (2009), How to Regulate Cannabis (three editions: 2009, 2016, 2022), How to Regulate Stimulants (2020), How to Regulate Psychedelics (2023), Leave No Drug Behind (2023), and From Forest to Dust (2025).
Advisory roles: Advisory roles in Uruguay's national cannabis regulation (2013, first national legal cannabis market globally) and Canada's Cannabis Act (2018). Senator Ivan Marulanda cited Transform's stimulants framework in the Colombian congressional debate on the 2021 Coca and Cocaine Regulation Bill.

What it does: Psychedelic Alpha tracks regulatory developments, clinical trial updates, company news, and legislative changes across the global psychedelic sector. It is the sector's primary news aggregator and tracker.
What it asks: 'What happened?' — regulatory timelines, company milestones, legislative status
What this Observatory adds: The Observatory asks 'What does it mean?' — specifically, what does it mean in terms of whether this development moves toward or away from Transform's sweet spot, which regulatory tier it enables or forecloses, and whether it meets Transform's five capture-prevention criteria. Psychedelic Alpha does not score against Transform's framework.
What it does: HAF's regulatory snapshot tracks state-level psychedelic legislation, regulatory timelines, and policy developments. It is a legislative tracker aimed at the reform advocacy community.
What it asks: 'Where is reform?' — which states have passed what, what is pending, what has failed
What this Observatory adds: The Observatory scores what HAF tracks: not just whether reform has passed but whether it meets equity standards, protects Indigenous rights, prevents corporate capture, and creates the non-commercial tiers Transform's framework requires. HAF's tracker is neutral on outcomes; the Observatory has an explicit normative framework.
What it does: Psychedelic Invest tracks investment flows, company valuations, clinical trial outcomes, and market development in the commercial psychedelic sector. It is an investor-oriented platform.
What it asks: 'Where is the money?' — investment rounds, valuations, commercial milestones
What this Observatory adds: The Observatory uses Psychedelic Invest's data (investment flows, corporate actors) as input to capture risk assessment — but asks the opposite normative question: whether these investment flows represent a threat to public health governance rather than an investment opportunity.

How to Update This Observatory
To add a new scored development to Tab 6: POST to /api/seed with the new development object following the schema in data/seed.json tab6.scored_developments. Include: development name, date, tiers_enabled array, tiers_foreclosed array, mcda_regime string, tier2_status string, exceptionalism boolean, score (green/amber/red), and notes.
To trigger a Slack alert for a refresh event: POST to /api/alert with: tab (slug), trigger (description), scoreChange (optional), notes (optional). This fires to #all-AI-alerts in the Aloha AI Platform Suppression Slack workspace.
The Monday 8am HST digest runs automatically via Vercel cron (vercel.json: 0 18 * * 1). It sends to all subscribers in each tab's Redis subscriber set. No manual action required.
To add new seed data without redeployment: update data/seed.json locally, deploy, then POST to /api/seed to refresh Redis. All seed data is stored in Redis with the transform: namespace prefix.

The Observatory’s analytical demonstration is explicit: each tab translates a Transform publication into a scoring rubric; each scored development applies that rubric to a live regulatory event; the cross-tab syntheses show how Transform’s nine dimensions interact in practice; the platform comparison shows what the Observatory does that no existing platform does. The How to Update section makes the platform extensible — new scored developments, new jurisdictions, new Transform publications can all be integrated without redeployment.
The active research agenda items map directly onto Observatory tabs. When Transform publishes any of them — corporate capture in psychedelic markets, state equity scorecard, Indigenous knowledge monitor — the corresponding tab’s scoring criteria should be updated to reflect Transform’s own assessments. The Observatory is designed not just to demonstrate analytical capability to Steve Rolles, but to serve as the infrastructure through which Transform’s future research outputs can be immediately operationalised as live monitoring tools.
